A founder and a managing partner of Tenzer and Lunin, Marvin represents a wide range of health care providers including nursing homes, physicians, medical laboratories, home health agencies, adult homes, ambulette companies, pharmacies, hospitals, community residences for the developmentally disabled and other health care providers, and managed care entities including PHSPs and HMOs.
He advises clients concerning regulatory requirements, structuring business relationships, Medicare and Medicaid reimbursement matters, requirements of participation in the Medicare and Medicaid programs, licensing and certificate of need requirements, and Federal and New York State Fraud and Abuse issues. Marvin represents clients in reimbursement audits and sanction proceedings before the State Department of Health; in proceedings before the Office of Professional Medical Conduct; in various reimbursement, licensure and survey matters before the State Department of Health; before the United States Department of Health and Human Services; and the State Deputy Attorney General for Medicaid Fraud.
Additionally, he represents clients in litigation in State and Federal Courts concerning regulatory issues and general commercial matters.
Marvin has previously served as a member of the New York State Medicaid Task Force and the New York State Department of Health Certificate of Need Task Force.
