As a partner of the firm, Steve is a client-oriented health care attorney with extensive experience representing health care providers, analyzing, evaluating, and explaining regulatory and other risks while working closely with his clients to achieve their business goals. He is known to anticipate problems and proactively develop solutions to highly technical issues.

Prior to joining Tenzer and Lunin, Steve practiced for almost two decades at Katten Muchin Rosenman LLP, both as an associate and Special Counsel, representing a variety of health care providers, including large hospital systems and nursing homes.

Steve advises clients regarding regulatory, compliance, and reimbursement challenges, and False Claims Act investigations and litigation. His experience includes matters involving Medicare and Medicaid coverage and reimbursement, conditions of participation and enrollment, corporate practice of professions and scope of practice, certificate of need, managed care and physician group provider agreements, and federal and state health care fraud and abuse. Steve has defended providers facing regulatory audits and investigations by the Office of the Medicaid Inspector General (OMIG), Medicaid Fraud Control Unit (MFCU) of the New York State Attorney General, Centers for Medicare & Medicaid Services (CMS) and its contractors, and other federal and state regulatory agencies.

Steve has experience representing various types of health care providers, such as large health care systems, hospitals, nursing homes, accountable care organizations (ACOs), federally qualified health centers (FQHCs), managed care organizations (MCOs), independent practice associations (IPAs), management services organizations (MSOs), physician group practices, certified home health agencies (CHHAs), durable medical equipment (DME) suppliers, a municipality, and a provider trade association. He has also advised clients on many technical health care and business entity formation issues, including in connection with securing regulatory approvals and addressing corporate governance issues.
